There are some exceptions, the Tribal areas which is only on the border with Afghanistan. Thry have their own govts and tribal rulers rule there. The Pakistani gov't has no control over there but Pakistani gov't is implementing more control over there, now even the tribal areas are fighting against the Taliban.
