Why do I need to restart my machine if they make crappy software?
the point is not that i do not have options.
i need to have the official reader because it is THE supported edition for encrypted files sent to me by banks.
It's surprising that Foxit doesn't support encrypted files (presuming you have tried). I think Evince does support encrypted PDF files; it is/was the default PDF reader for Gnome and it also runs on Windows.

Foxit Reader is a good alternative to Adobe Reader for most uses. SumatraPDF is also good if you only want to view PDFs.
