They don support causes that need to be. The tibetans were rooted out from there own land. They are not administrators of their own state. It doesn't take genius to realize that India *could* have used Tibet as a bargaining chip to cobble out a deal with China for giving up chinese claim on COK, Aksai Chin etc Arunachal Pradesh & the Mac Mohan line etc.. If RAW/MI were like ISI etc they would have provided more arms to tibetan people and exported budhist terrorism.. (I am sure it wouldnt have really worked out, cos budhist arent really an extremist religion & 2nd India is a weakling to even implementing at a large scale & lose respect of world community.)
