Why is TRAI silent on Broadband issues faced by us?

TRAI specifically say that the broadband companies have to provide at least 80% of the specified speeds.

But Airtel promises just half the of the speeds with their packages. It’s officially listed and accepted by their customer care people.

Why is TRAI silent on this issue?

I am frustrated coz Airtel does not provide me double speeds at night time and I am getting like around 20 KBps on a package which should give me 32 KBps.
